Prohibits the Department of Education from using synthetic substances in school meals provided through the school meals program

Extends the same prohibition on synthetic substances to school meals at public charter schools

Defines "synthetic substances" as food coloring, color additives, or colorants that impart color when added to food or beverages

Takes effect upon approval by the Governor
