Requires all state agencies to publish proposed rules and existing agency rules on the Office of the Lieutenant Governor's website in a digitally accessible and searchable format beginning January 1, 2027

Digital format must meet or exceed Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) accessibility standards

Amends Hawaii Revised Statutes sections 91-2.6 and 91-4 governing administrative rulemaking procedures

Updates language in filing requirements, replacing "forthwith" and "thereof" with clearer terminology
