Establishes the Food and Product Innovation Network within the Agribusiness Development Corporation to help Hawaii businesses capitalize on "made in Hawaii," "produced in Hawaii," and "processed in Hawaii" branding for global markets

Partner facilities include future locations in Kekaha (Kauai), Hawaii Island, Maui, and Molokai, plus existing facilities at the Hilo foreign-trade zone, UH Maui College Food Innovation Center, and UH Leeward Community College Value-Added Product Development Center in Wahiawa

Network will provide open-access manufacturing equipment, industry expertise, courses on entrepreneurship and product development, export certifications, and support from early-stage trials through commercialization

Limits each county to no more than two network facilities that can produce products with Hawaii labeling designations

Appropriates unspecified general fund amounts for fiscal years 2025-2026 and 2026-2027 for facility development, with annual legislative reports required; effective date set to July 1, 3000 (placeholder)
