Establishes a Plant Nursery Registration Program requiring any person producing or selling nursery stock to register with the Department of Agriculture, including those at pop-up sales, craft fairs, fundraising events, and commercial landscaping businesses

Exempts businesses with retail nursery stock sales under $2,500 per year from registration requirements; registrations are valid for one year and must cover each location where nursery stock is produced, sold, stored, or distributed

Requires registered nurseries to certify they will not sell pest-infested plants or noxious weeds, maintain pest-free locations with documented pest control actions, report new pest occurrences, and implement best management practices

Authorizes the Department of Agriculture to conduct inspections without notice during business hours, issue quarantine orders, and require treatment or destruction of infested stock at the owner's expense with no state compensation

Creates civil penalties for violations of the registration program, with fines deposited into the pest inspection, quarantine, and eradication fund; effective date set for July 1, 3000
