Establishes a "Rounding Up for Teachers" program allowing utility customers to voluntarily round up their electric or water bills to the nearest dollar or contribute a specific donation amount to fund teacher compensation

Creates the "Rounding Up for Teachers' Salaries Special Fund" within the state treasury, administered by the Department of Education, to provide additional compensation for teachers through salary increases or bonuses

Requires electric utilities and county boards of water supply to display the voluntary contribution option as a line item on utility bills with clear disclosure that participation is voluntary and funds go to teacher compensation

Exempts collected donations from state and county taxes, including general excise tax, public service company tax, public utility fees, and franchise taxes

Appropriates unspecified amounts to the counties of Hawaii, Kauai, Maui, and Honolulu to assist with implementation, with utility bill provisions taking effect July 1, 2026
