Requires all Hawaii public high school students to complete 2 credits of Hawaiian language instruction as a graduation requirement, beginning with diplomas awarded after the 2026-2027 school year

Establishes a two-year Hawaiian language pilot program at Noelani Elementary School and Nanakuli High and Intermediate School to develop and test Hawaiian language instruction methods

Directs the Department of Education to assess student progress, award certificates to elementary students completing the program, and apply credits toward high school graduation for intermediate/high school students

Requires the Department of Education to submit a report with findings and recommendations to the legislature by 30 days before the 2028 regular session

Appropriates unspecified amounts from general revenues for fiscal years 2025-2026 and 2026-2027 to implement the program, with an effective date of July 1, 2025
