Amends Section 103D-501, Hawaii Revised Statutes, to limit change orders on government contracts to no more than 50% of the total contract price when using force account or unilateral determination pricing methods

Prohibits change orders that increase contract costs by more than 50% of the original contract price, either individually or cumulatively with prior change orders

Requires change orders that substantially change the scope of work to be treated as new procurements rather than modifications to existing contracts

Allows the head of a purchasing agency to approve otherwise prohibited change orders with written justification that the approval is in the best interest of the State

Takes effect July 1, 2025, and does not affect rights, duties, penalties, or proceedings that began before that date
