Requires all state agencies to expeditiously transition to energy efficient lighting, including replacing existing fluorescent fixtures and bulbs

Directs the Hawaii State Energy Office to provide technical assistance to state agencies, with priority given to first responder facilities

Mandates the Hawaii State Energy Office, with assistance from the Department of Accounting and General Services, to survey all state agencies for compliance with this Act and Act 225 (2023 fluorescent lamp ban) by November 1, 2025

Requires submission of a survey report with recommendations and proposed legislation to the legislature no later than 20 days before the 2026 regular session

Takes effect January 1, 2491 (appears to be a placeholder date)
