Requires the Department of Education to assign school resource officers or registered guards to all public elementary schools and state prekindergarten programs during hours when students are present on campus

Establishes a two-year pilot program in the Campbell-Kapolei complex area to test the assignment of security personnel at elementary schools and prekindergarten programs

Mandates the Department of Education consider campus size, student enrollment, and other safety-relevant factors when determining the number of officers or guards assigned to each school

Requires the Department of Education to submit reports to the legislature by 30 days before the 2027 and 2028 regular sessions with findings, recommendations, and proposed legislation

Appropriates an unspecified amount from general revenues for fiscal years 2025-2026 and 2026-2027 to fund the pilot program, with the Department also directed to seek federal grants
