Requires Senate confirmation for any gubernatorial advisor appointment in the executive branch with an annual salary exceeding $200,000 that is not paid from the governor's budget

Exempts the administrative director position (established under Article V, Section 5 of the Hawaii State Constitution) from this confirmation requirement

Applies to executive branch positions not subject to Chapter 76 (civil service)

Requires the governor to submit nominations to the Senate President by the 41st day of the 2026 regular session for all existing advisors meeting the salary threshold who were appointed before this Act takes effect

Current appointees who do not receive Senate confirmation cannot continue serving after the 2026 regular session adjourns; effective date January 1, 2491
