Amends Section 89-10.8 of the Hawaii Revised Statutes to expand grievance rights for public employees facing suspension or discharge

Removes the existing prohibition that prevented employees exempt from Civil Service Law (Chapter 76) who serve at the pleasure of the appointing authority from grieving suspensions or discharges

Allows any employee who is a member of an appropriate bargaining unit to grieve a suspension or discharge, regardless of their exempt status

Takes effect July 1, 3000 (placeholder date indicating the effective date is to be determined)
