Establishes a two-year coconut rhinoceros beetle eradication pilot program under the Department of Land and Natural Resources to combat the invasive pest that has spread across Oahu, Kauai, Maui, and Hawaii island since being discovered in 2013

Limits the pilot program to areas with established infestations in counties with populations of 500,000 or more (effectively targeting Oahu)

Provides compensation to community members—including residents, military personnel, farmers, cultural practitioners, golf course staff, and landscape professionals—for collecting and submitting coconut rhinoceros beetles and larvae

Hawaii Invasive Species Council will oversee the program and ensure stakeholder participation, with compensation amounts determined by DLNR in consultation with the council

Requires DLNR to submit a report with findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2026 regular session; appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027
