Removes the requirement that the Chairperson of the Hawaii Housing Finance and Development Corporation (HHFDC) Board of Directors must be a public member

Eliminates the prohibition preventing the director of business, economic development, and tourism, director of finance, and the governor's representative from serving as board chairperson

Allows the board to select any member as chairperson or vice chairperson without restrictions on eligibility

Effective date of July 1, 3000 (placeholder date indicating the bill is not intended to take effect immediately)
