Amends Hawaii Revised Statutes Section 302A-405 to change school meal pricing requirements from "not less than one-half" to "no more than one-quarter" of the cost of preparing meals

Reduces the maximum amount families can be charged for school cafeteria meals, shifting more of the meal cost burden to the state

Maintains existing provision allowing the Department of Education to provide lower rates or free meals to children based on economic need

Prices may still be adjusted annually based on the previous year's costs, rounded to the nearest five cents

Effective date of July 1, 3000 (placeholder date indicating further legislative action needed)
