Establishes a three-year Residential Landlord-Tenant Code Working Group within the judiciary to conduct a comprehensive review of the code and recommend necessary updates

Working group chaired by the Chief Justice of the Hawaii Supreme Court and includes legislators, a landlord-tenant attorney, property owners, professional property managers, and tenant organization representatives

Group will review existing enforcement mechanisms for landlord and tenant rights and consider feasibility of statutory processes for obtaining injunctive relief

Initial meeting required by July 1, 2025, with an initial report due 20 days before the 2026 legislative session and a final report due July 1, 2028

Working group members serve without compensation and are exempt from ethics code requirements solely for their participation; group dissolves July 1, 2028
