Amends the definition of "development" in Hawaii's coastal zone management law (Section 205A-22) to add a new exemption for reconstruction of structures damaged in declared disasters

Allows reconstruction without special management area permit review if the structure maintains substantially the same footprint and dimensions as the original

Exemption applies only to structures damaged or destroyed in disasters declared by both the governor/mayor (state emergency) and federal authorities

Explicitly excludes structures damaged by coastal hazards including waves, storm surge, high tides, flooding, erosion, sea level rise, or subsidence from the exemption

Takes effect July 1, 2025, and does not affect rights, duties, or proceedings that began before the effective date
