Requires the Department of Land and Natural Resources to establish a Marine Life Conservation District Carrying Capacity Program to assess all eleven state-designated MLCDs and determine appropriate human use limits

Program must evaluate commercial use impacts and determine how many commercial permits should be issued, while monitoring effectiveness of closures (kapu) and activity restrictions

Department must consult with counties, University of Hawaii (including Hawaii Institute of Marine Biology), and existing commercial permit holders in conducting the program

Reports with findings and recommendations due to the legislature twenty days before the 2026 and 2027 regular sessions, with administrative rule amendments to follow

Appropriates unspecified general fund amounts for fiscal years 2025-2026 and 2026-2027; effective date of July 1, 3000 (placeholder date)
