Establishes a working group within the Office of the Governor to assess Hawaii's available water resources and water system source capacity to support affordable housing development

The working group will conduct a statewide inventory of water resources, identify aquifer replenishment sources, and streamline well permit approval processes for housing projects

Membership includes the chief housing officer (chair), legislative housing committee chairs, representatives from Hawaii Housing Finance and Development Corporation, Commission on Water Resource Management, Department of Health, DLNR, and county planning, housing, and water supply officials

Interim report due to the legislature by September 15, 2025, with a final report including findings, recommendations, and proposed legislation due twenty days before the 2026 regular session

Working group dissolves on June 30, 2026
