Requires the state comptroller and state librarian to identify state office buildings and libraries that can provide telecommunication access for residents of Hawaii, Kauai, Maui counties, and rural Oʻahu to participate remotely in legislative hearings

Must estimate costs and resources, including additional staffing, needed to establish equitable telecommunication access at identified locations

Specifically requires accommodations for individuals with disabilities who reside in these areas

Allows partnership with the University of Hawaii to complete the required tasks

Report with findings and recommendations due to the legislature no later than 20 days before the 2026 regular session; effective date January 1, 2525
