Establishes a Tourism and Gaming Working Group within the Department of Business, Economic Development, and Tourism to review past gaming legislation and develop a comprehensive tourism gaming policy framework for Hawaii

Working group must examine potential gaming activities at the New Aloha Stadium Entertainment District and how gaming could support economic activity, employment, investment, and tax revenue

Requires the working group to examine strategies to mitigate gambling addiction, health hazards, and financial harms associated with gambling

Membership includes legislative leaders, representatives from DBEDT, Department of Law Enforcement, Department of Taxation, Hawaii Tourism Authority, plus invited members from community associations, gaming industry, Native Hawaiian culture representatives, addiction specialists, healthcare professionals, and labor unions

Working group must submit findings and recommendations to the legislature by twenty days before the 2026 regular session and dissolves on June 30, 2026
