Requires the Department of Accounting and General Services (DAGS) to install at least one automated external defibrillator (AED) on each floor of every state building, including public schools, by January 1, 2026

Mandates DAGS to develop a cardiac emergency response plan and coordinate with county emergency service providers to integrate the plan into their protocols, following American Heart Association or nationally recognized guidelines

Requires DAGS to provide CPR and AED training for employees and security staff of the Office of the Governor, Office of the Lieutenant Governor, State Legislature, Department of Education, Department of Law Enforcement, and Department of Corrections and Rehabilitation

Establishes liability protections under section 663-1.5(e) for persons who administer an AED or perform CPR pursuant to this chapter

Appropriates unspecified sums for fiscal years 2025-2026 and 2026-2027 for AED installation, maintenance, and training programs, with an effective date of July 1, 2025
