Requires the Department of Taxation to submit an annual report to the legislature no later than twenty days prior to the convening of each regular session regarding its Information Technology Services Office

Report must include an organizational chart and staffing plan for the Information Technology Services Office

Report must address specific requirements including cost considerations, budget impact, management and oversight, recruitment and talent acquisition, and organizational considerations

Report must also cover risk of overstaffing, long-term sustainability, integration of non-technology services staff, and accountability measures for effective use of resources

Adds a new section to Chapter 231 of the Hawaii Revised Statutes to codify these reporting requirements
