Establishes a five-year Child Welfare System Diversion and Intervention Pilot Program to support families and children involved with, at risk of involvement, or at risk of reinvolvement with child welfare services

Department of Human Services must collaborate with the Office of Wellness and Resilience to design the program, with DHS responsible for implementation and administration

Program components include trauma-informed peer support navigators with lived experience, financial assistance for basic needs (food, clothing, housing, childcare, transportation), and parenting skills coaching with emotional regulation strategies

DHS may contract with public and private entities to deliver services and must submit a report with findings and recommendations to the legislature by 20 days before the 2030 regular session

Appropriates unspecified funds from general revenues for fiscal years 2025-2026 and 2026-2027; pilot program expires July 1, 2030
