Law enforcement officers who cite a driver for operating without a valid license (violations of sections 286-102, 286-122, 286-130 through 286-134) must not permit the cited operator to resume driving the vehicle

The vehicle may only be removed from the scene by the registered owner (if licensed) or another licensed individual with the owner's explicit permission

If no licensed individual can remove the vehicle within a reasonable time, the officer must arrange for towing at the registered owner's expense to either the owner's address or a county-designated location

The cited driver is responsible for arranging and paying for their own transportation from the scene (public transit, rideshare, taxi, or as a passenger with a licensed driver)
