Convenes a working group to develop recommendations for establishing a state-recognized nonprofit organization to support wildlife sanctuaries and conservation initiatives for endangered species in Hawaii.

Working group to be co-chaired by the Senate and House committee chairs with jurisdiction over water and land, with membership including the Board of Land and Natural Resources Chairperson and Land Use Commission Director.

Tasks include identifying successful sanctuary models from other jurisdictions, examining governance structures and partnership models, and developing an operational framework for the nonprofit.

Reports due to the Legislature no later than twenty days prior to the Regular Sessions of 2027 and 2028.

Addresses Hawaii's unique position as having significantly more endangered species than most states, particularly indigenous birds found nowhere else in the world.
