Authorizes the Board of Land and Natural Resources to issue a perpetual, non-exclusive easement to Resorttrust Hawaii, LLC (owner of the Kahala Hotel & Resort) for approximately 12,700 square feet of state submerged lands at Waialae, Honolulu, Oahu.

Covers three existing drainage outfalls (one stormwater and two lagoon outfalls) originally constructed in 1963 that extend from the hotel property across state submerged lands.

Grants rights to construct, use, operate, maintain, repair, replace, and remove pipelines for drainage purposes on the state-owned land.

Requires a one-time payment based on independent appraisal establishing fair market rent, subject to approval by the Chairperson of the Board of Land and Natural Resources.

Provides legislative authorization required under section 171-53, Hawaii Revised Statutes, following Board of Land and Natural Resources approval on September 27, 2024.
