Requests the Department of Education to merge McKinley Community School for Adults and Waipahu Community School for Adults into a single statewide program called the Hawaii State Community School for Adults.

Target effective date for the unified program is July 1, 2026.

Requires the Department of Education to consult with collective bargaining unit representatives regarding personnel impacts and provide opportunities for affected employees to give feedback.

Implementation is contingent upon completing the consultation process and developing a comprehensive transition plan to minimize disruption to students, faculty, and staff.
