Requests the Governor to appoint an acting Chief Election Officer from within the Office of Elections if a vacancy occurs in that position.

Establishes a specific order of succession: (1) Supervisor of Election Support Services, (2) General Counsel, (3) Supervisor of Counting Center Operations, (4) Supervisor of Ballot Operations, (5) Supervisor of Voter Services.

Addresses concerns that without a designated successor, no one would be authorized to compile, certify, and release state election results under HRS section 11-155.

Aims to ensure continuity and stability in election administration amid nationwide challenges to election integrity.
