Requests the State Auditor to conduct a performance audit of the Department of Hawaiian Home Lands (DHHL), which has over 29,000 applicants on its waitlist and at least 2,100 beneficiaries who died while awaiting homestead awards.

Audit will examine DHHL's mission fulfillment, operational efficiency, resource use, and the impact of the $600 million appropriated in 2022 (Act 279) that has produced fewer lots and homesteads than originally planned.

Audit focus areas include land development rates compared to goals, trust fund sustainability, beneficiary access to information and services, and effectiveness of the Hawaiian Homes Commission.

Requires recommendations for policy and program improvements with implementation timelines, including analysis of staffing, infrastructure, and funding adequacy.

Audit report is due to the Legislature no later than twenty days prior to the convening of the 2027 Regular Session.
