Urges the City and County of Honolulu to finalize, prioritize, and materialize the Makakilo Drive Extension Project to address traffic congestion in the Makakilo and Kapolei areas.

Population growth in Makakilo and greater Kapolei has increased traffic congestion along Makakilo Drive and Farrington Highway, with residents advocating for the extension project for many years.

A 2009 environmental impact statement found the proposed extension would not have significant adverse environmental impacts on native flora and fauna, land use, historical/cultural resources, or public services.

Requests the City and County establish a clear timeline including planning updates, funding identification, design, and construction phases.

Requires the City and County to submit a status report and implementation timeline to the Legislature no later than twenty days before the 2027 Regular Session.
