Requests the Department of Health to study whether recyclable, biodegradable, and compostable product labeling in Hawaii is accurate and non-deceptive.

Study must assess products sold in Hawaii with "chasing arrows" symbols, biodegradable labels, and compostable labels to determine which are actually recyclable, biodegradable, or compostable in the state.

Study must examine gaps between consumer expectations and actual recycling/composting capabilities, including analysis of contaminants introduced due to misleading labeling.

Study must review existing standards including ASTM International standards, Federal Trade Commission's Green Guides, and provide recommendations for clearer labeling to reduce contamination and improve recycling rates.

Department of Health must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the 2027 Regular Session.
