Hawaii Senate Concurrent Resolution urges the U.S. Department of State to restore the original format, organization, and completeness of the Country Reports on Human Rights Practices.

The resolution cites an April 18, 2025 NPR report indicating the State Department revised these reports to remove or reduce coverage of prison conditions, corruption, freedom of movement, peaceful assembly, political processes, privacy, internet freedom, gender-based violence, and due process concerns.

The resolution condemns the federal government's revisions as undermining transparency, weakening democratic accountability for human rights violations, and departing from the U.S. commitment to comprehensive human rights reporting.

Certified copies would be transmitted to the President, Vice President, Secretary of State, Senate Foreign Relations Committee Chair, House Speaker, and Hawaii's congressional delegation.
