Task force membership would include the Director of Transportation, transportation officials from Honolulu, Hawaii County, Kauai, and Maui, plus the Chief of Police or Deputy Chief from each county.

Cites increased traffic incidents involving bodily injury or death, including hit-and-run accidents where drivers flee without rendering aid.

Notes that other states and counties with demerit point systems have experienced reduced recidivism and repeat offenses.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than twenty days before the 2028 Regular Session.
