Requests the Office of Planning and Sustainable Development to convene a Demolition Waste Reduction Working Group to address construction and demolition waste, which constitutes 21-40% of landfill mass nationwide.

Working group membership includes the OPSD Director as chair, the Comptroller, and private sector representatives from construction, demolition/deconstruction, reuse retail, real estate development, historic preservation, architecture, urban planning, and waste management industries.

Tasks the working group with developing strategies to scale deconstruction and materials reuse, supporting circular construction economy growth, and creating policy and economic incentive frameworks for sustainable practices.

Aims to support Hawaii's carbon neutrality goal by 2045 (Act 15, Session Laws of Hawaii 2018) through promoting reclaimed and reused low-embodied carbon materials.

Requires annual reports with findings, recommendations, and proposed legislation to be submitted to the Legislature no later than 20 days prior to each Regular Session.
