Calls for adoption of formal rules defining what constitutes a "substantially defective or deficient report" under section 11-340, Hawaii Revised Statutes, to provide clearer compliance guidance.

Requests more frequent in-person training sessions offered during non-business hours to accommodate the 90% of candidate committees managed by volunteers.

Notes the Commission has not audited any campaign account since 2018, despite 31 legislative amendments to campaign finance laws during that period.

Directs certified copies to be transmitted to the Campaign Finance Commission Chair, Elections Commission Chairperson, and Chief Election Officer.
