Urges all state and county agencies involved in construction procurement to implement prompt payment transparency measures similar to those established by the Public Works Division of the Department of Accounting and General Services.

Requests agencies implement a contractor payment public website within one year of adoption, providing information on job progress, payments to prime contractors, retainage amounts, and subcontractor payment status.

Requires agencies to submit a progress report, including any proposed legislation, to the Legislature no later than twenty days prior to the Regular Session of 2027.

Agencies unable to establish such a website must provide written explanation of implementation barriers so the Legislature can address them in 2027.

Expresses appreciation to the Public Works Division of DAGS for promoting prompt payment transparency and serving as a model for other procuring agencies.
