Urges state agencies owning or controlling land in West Maui to immediately identify, prioritize, and abate hazardous vegetation, invasive grasses, and combustible growth near Lahaina and surrounding communities to reduce wildfire risk.

Calls for establishing and maintaining defensible space, fuel breaks, and fuel-modification measures on state lands bordering residential areas, schools, temporary housing for wildfire survivors, and major evacuation corridors.

Requests agencies inspect and maintain emergency access roads, fire lanes, and potential evacuation routes, coordinating with the Office of the State Fire Marshal, Department of Transportation, and Maui County to accelerate improvements.

Specifically urges the Hawaii Housing Finance and Development Corporation, Department of Hawaiian Home Lands, and Department of Education to prioritize parcels near Lahaina Civic Center, Leialii, Lahainaluna, and local schools where vegetation and evacuation constraints pose dangers.

Requests affected state agencies submit a report on their wildfire mitigation efforts to the Legislature by December 31, 2026.
