Hawaii Legislature expresses support for implementing recommendations from all four cycles of the United Nations Universal Periodic Review (UPR) of the United States' human rights record, where applicable to state-level policy.

The United States is scheduled for its next Universal Periodic Review by the UN Human Rights Council in November 2026, with previous reviews conducted in 2010, 2015, and 2020.

The resolution promotes a culture of human rights based on UN Charter principles and encourages greater state participation in UN human rights, sustainable development, and climate processes.

The UPR recommendations are linked to the 2030 UN Agenda and the 17 Sustainable Development Goals, providing a framework for local implementation.

Certified copies of the resolution are to be transmitted to the UN Secretary-General, UN High Commissioner for Human Rights, and Hawaii's congressional delegation.
