Urges the Hawaii Department of Education to meet federal criteria to officially recognize competitive cheerleading as a Title IX sport in the state's public schools

Requests the Department develop guidelines, procedures, and safety standards that align with the U.S. Department of Education's Office of Civil Rights definition of a sport under Title IX

Directs the Department of Education to collaborate with the Hawaii High School Athletic Association in establishing competitive cheerleading standards

Recognition would provide high school cheerleading athletes equitable access to certified coaching, athletic training support, facilities, transportation, and safety oversight comparable to other varsity sports

Aims to advance gender equity in school-based athletics statewide, as Title IX requires equal athletic opportunities regardless of sex
