Requests the Department of Education to establish a framework assigning responsibility for monitoring all capital improvement projects (CIP) and repair and maintenance (R&M) projects to Complex Area Superintendents, Business Management Officers, and Administrative Services Assistants within each complex area.

Complex Area leadership would monitor project progress through planning, design, budgeting, construction, and completion phases, and coordinate with school leadership to address project needs.

Office of Facilities and Operations would retain overall statewide management authority while coordinating project assignments with each complex area and providing technical assistance.

Complex Area Superintendents would submit quarterly status reports covering project milestones, budget status, delays, and corrective actions needed.

Department of Education must report to the Legislature by 20 days before the 2027 Regular Session on the framework developed, reporting system established, assigned roles and responsibilities, and recommendations for improving school facility project oversight.
