Requests the Public Utilities Commission (PUC) to establish a dedicated panel of commissioners or formal internal structure to oversee intrastate water carriers and maritime commerce in Hawaii.

Recognizes that Hawaii uniquely relies on maritime transportation as a core component of its internal supply chain for food, fuel, medicine, construction materials, and consumer goods across islands.

Encourages the PUC to ensure the oversight panel has appropriate technical expertise, maritime operational knowledge, and stakeholder engagement capabilities.

Calls for enhanced coordination between the PUC, Department of Transportation, maritime operators, labor organizations, and other stakeholders to inform regulatory decisions.

Certified copies to be transmitted to the Director of Transportation, PUC Chair, Deputy Director of Transportation for Harbors Division, and Chamber of Commerce Hawaii.
