Requests the Department of Transportation, coordinating with the Department of Education, to evaluate and recommend improvements to licensing, training, and workforce development for school bus drivers in Hawaii.

Evaluation must address commercial driver's license access issues including geographic availability of testing, scheduling capacity, equipment access, and barriers faced by neighbor island applicants.

Directs examination of opportunities to expand or decentralize testing and training through mobile testing units, regional testing capacity, or partnerships with community colleges and workforce programs.

Requires consultation with the Attorney General, Department of Labor, Department of Budget and Finance, county governments, school bus contractors, and workforce development partners.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than twenty days prior to the 2027 Regular Session.
