Establishes a Joint Legislative Mattress Stewardship Program Design Working Group to study and recommend structure for a statewide mattress stewardship program based on extended producer responsibility.

Working group membership includes the Director of Health (chair), Director of Business, Economic Development, and Tourism, State Solid Waste Management Coordinator, one Senator, one House member, and one representative from each county's solid waste management.

Additional invited stakeholders include representatives from mattress manufacturers, recyclers, retailers, waste haulers, environmental nonprofits, and consumer advocacy organizations.

Working group will examine collection systems, fee structures, governance, performance standards, consumer education, and statutory actions needed for implementation.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than twenty days prior to the Regular Session of 2027.
