Requests state agencies (including Agriculture, Health, Human Services, Transportation, Emergency Management) and county agencies to develop a comprehensive statewide food security strategy in coordination with community organizations and Native Hawaiian leaders

Addresses Hawaii's 32% household food insecurity rate, with 34% of households with children experiencing food insecurity and more than one in five households reporting "very low food security" where members skip meals or go days without eating

Strategy must assess barriers to food access, analyze climate and economic trends affecting food availability, identify strategies to boost local agricultural production, and recommend policies to expand access to nutritious and culturally appropriate foods

Requires community participation mechanisms with particular attention to Native Hawaiian, Pacific Islander, Filipino, and other historically underserved communities who face disproportionate food insecurity impacts

Participating agencies must submit a report with findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the Regular Session of 2027
