Requests counties to recognize these credits without expiration dates and align administrative rules and policies with the statutory framework

Clarifies that memoranda of agreement between counties and the Hawaii Housing Finance and Development Corporation or Department of Hawaiian Home Lands should not impose time limits or restrictions not authorized by statute

Addresses Hawaii's housing shortage, which requires an estimated 64,490 additional housing units by 2027 according to the 2024 Hawaii Housing Planning Study

Certified copies to be transmitted to Hawaiian Homes Commission, Hawaii Housing Finance and Development Corporation, all county mayors, and all county council chairpersons
