Establishes the Hawaii Health Plan Working Group to design and recommend a basic, affordable health plan available to every Hawaii resident in response to federal changes expected to leave 6-7% of the state's population uninsured.

Working group will be co-chaired by Senate and House health committee chairs, with members including representatives from the Governor's office, Insurance Commissioner, State Health Planning and Development Agency, HMSA, and Kaiser Permanente.

Federal Premium Tax Credit enhancements expired at the end of 2025, and the One Big Beautiful Bill Act increased Medicaid work requirements, creating the coverage gap this resolution addresses.

Legislative Reference Bureau is requested to assist with drafting legislation, with a draft due by October 15, 2026, and a final report due 20 days before the 2027 Regular Session.

Working group will cease to exist on June 30, 2027.
