Recognizes open water lifeguards (including ocean safety officers and water safety officers) as first responders throughout Hawaii for their essential role in emergency response and public safety

Open water lifeguards perform duties beyond ocean rescues, including responding to cardiac arrests, traumatic injuries, and motor vehicle collisions near beaches and public areas

Lifeguards undergo rigorous training in CPR, automated external defibrillator use, advanced rescue techniques, emergency medical response, marine fire safety, and water rescue craft operations

Urges all relevant state and county agencies to adopt this recognition and ensure open water lifeguards receive the rights, resources, training support, and professional respect accorded to first responders

Requests certified copies be transmitted to the Governor and mayor of each county
