Hawaii's legislature endorses Taiwan's participation as an observer in international organizations including the United Nations Framework Convention on Climate Change, International Civil Aviation Organization, and International Criminal Police Organization.

The resolution supports the US-Taiwan Initiative on 21st-Century Trade and encourages the United States Trade Representative to negotiate a double taxation avoidance agreement with Taiwan.

Hawaii commemorates its 33rd anniversary of sister-state relations with Taiwan, established in 1993, and acknowledges Taiwan's $500,000 contribution following the 2023 Maui wildfires.

The resolution highlights ongoing cooperation between Hawaii and Taiwan through the State of Hawaii Office in Taipei and Taipei Economic and Cultural Office in Honolulu in areas including tourism, agriculture, culture, education, and sports.

Certified copies of the resolution are to be transmitted to the President, Congress, Secretary of State, Hawaii's Congressional delegation, Governor, and Director of Business, Economic Development, and Tourism.
