Requests the Governor to establish procedures allowing out-of-state health care professionals to practice in Hawaii without a Hawaii-issued license during declared states of emergency under Chapter 127A, Hawaii Revised Statutes.

Covers physicians, osteopathic physicians, physician assistants, nurses (RN, LPN, APRN), emergency medical service personnel, pharmacists, mental health counselors, and other professionals designated by the Department of Health.

Requires participating professionals to hold a current license in good standing in another jurisdiction, have no history of disciplinary action, and be affiliated with government agencies, hospitals, health facilities, or recognized emergency organizations like the American Red Cross or FEMA.

Authorization expires upon termination of the emergency declaration or 60 days after activation, whichever is sooner, with provisions for telehealth services without requiring prior in-person consultations.

Directs the Department of Health to maintain an online registry of practicing professionals, require self-registration within 24 hours of deployment, and submit annual reports to the Governor and Legislature on program utilization.
