Requests the Department of Corrections and Rehabilitation (DCR) to provide an update on the "Breaking Cycles: Alternative Models of Rehabilitation and Restorative Justice on O'ahu" proof of concept study released in February 2025

The study was conducted by the University of Hawaii Community Design Center over two years through a DCR contract, involving over 120 talk stories, 18 site visits, 8 co-design workshops, and research on reform processes in Arizona, California, and Florida

DCR must report on how study recommendations have been incorporated into plans and designs for the new facility replacing Oahu Community Correctional Center, which currently lacks sufficient space for rehabilitative programs

The update must include observations from discussions with incarcerated individuals, corrections staff, families, and community stakeholders regarding the study's recommendations, in collaboration with the Hawaii Correctional System Oversight Commission

Report with findings and any proposed legislation is due to the Legislature no later than 20 days before the Regular Session of 2027
